Overview

Visa is making enhancements to network tokens to ensure their continued compatibility with follow-on transactions. Due to these changes, there is impact to a few use cases for Apple Pay recurring transactions. Beginning July 30th, 2025, the current device generated Apple Pay network tokens will no longer be applicable for Standing Instruction transactions.  Standing Instruction use cases constitute recurring, installments, or unscheduled credential on file token usages.  Fortunately, Apple has exposed a new recurring token type that is to be leveraged for any standing instruction transactions.  This token type increases the longevity of Apple Pay tokens and are ideally suited for Standing Instruction merchant initiated transactions.

Any Apple Pay Device Token issued after July 30, 2025 will no longer work for Standing Instruction

  • Installments
  • Unscheduled Credential on File
  • Apple has exposed a new parameter to receive a recurring network token that will work for these scenarios.


Benefits

Current Apple Pay tokens are device-bound, whose lifecycle is tethered to the device they are contained in. Previously, when a consumer upgraded their mobile device, the payment token contained within it has been removed and is no longer viable for payments. 


Scope of Changes Needed

If your Apple Pay integration leverages any Standing Instruction use cases, you will need to upgrade your Apple Pay implementation to request an Apple Pay recurring token type.

Q&A

What is the impact if I don’t update my system by July 30, 2025?

Tokens received from Apple Pay after the July 2025 date will not be able to be used for Standing Instruction use cases.  Apple Pay device tokens created after July 30,2025 will fail all Standing Instructions transactions.


What type of transactions does this impact?

This will impact all Standing Instruction transactions.

  • Recurring
  • Installment
  • Unscheduled Credential on File


What about Google Pay, Samsung Pay, etc.?

This mandate does not affect the other digital pays.


What about doing MITs with previously existing Apple Pay tokens?

Visa will not be rejecting "grandfathered" Apple Pay device generated tokens but that does not guarantee they will work well or continue to work forever.


When will the new tokens be available from Apple Pay?

The new tokens are available now using the new Apple Pay API request described on the Apple Pay Developer pages.


How do we change our Cybersource API requests?

There is no change to Cybersource API requests. The only change needed is in the merchant requests sent to Apple Pay.


What processors are impacted?

All gateways/processors are impacted.

What if the token is only being used for Cardholder Initiated Unscheduled Credential on File payments? (CIT UCOF)

These are also covered by the mandate.

Does this apply to both TMS tokens and legacy Secure Storage tokens?

Yes.

What card types are included in the mandate?

1. It's not possible to understand what card type the consumer will select during the Apple Pay payment process. 
2. The new recurring token type is applicable for all card schemes.

Therefore we highly recommend that merchants use the new token type for all card types that Apple Pay accepts in the wallet.
